RFP - Telecommunications Services, Equipment and Related Items for Harris County Public Health Services

Background
Harris County administers Federal grant funds from various sources, including the Texas General Land Office (GLO), FEMA, and HUD. The goal of this contract is to provide telecommunications services, equipment, and related items for Harris County Public Health Services (PHS). All purchases made with grant funds must comply with applicable federal, state, and local regulations. This RFP is funded in whole or in part by federal grant monies and follows the competitive proposal method of procurement as authorized under 2 CFR 200.320(d).

Work Details
The contractor will provide telecommunications services, equipment, and related items necessary for Harris County Public Health Services. This includes but is not limited to:

- Voice systems
- Data networking
- Wireless infrastructure
- Internet services
- Video conferencing solutions
- Call center solutions
- Emergency communication systems.

The contractor must demonstrate specialized experience or technical expertise in these areas and provide scalable solutions compatible with existing county infrastructure. They are also expected to maintain adequate inventory levels for critical equipment and ensure timely delivery.

Period of Performance
The anticipated contract term is one year starting approximately July 1, 2025, and ending June 30, 2026. There is an option for four one-year renewals based on satisfactory performance.

Place of Performance
The services will be performed within Harris County, Texas.

Bidder Requirements
Offerors must have a minimum of five years of experience providing similar services. They must be registered to do business in Texas and comply with all licensing requirements. Proposals that include participation from Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Historically Underutilized Businesses (HUBs), Section 3 Business Concerns, and labor surplus area firms are encouraged. A performance bond may be required if the contract exceeds specified thresholds.
