Background
Harris County administers Federal grant funds from various sources, including the Texas General Land Office (GLO), FEMA, and HUD. The goal of this contract is to provide rideshare and non-emergency medical transportation solutions for Harris County Public Health Services. All purchases made with grant funds must comply with applicable Federal, State, and County procedures. Contracts awarded under this RFP will be funded in whole or in part with Federal grant monies. Harris County will follow competitive proposal procurement methods as outlined in 2 CFR 200.320(d).
Work Details
The contractor will provide rideshare and non-emergency medical transportation solutions for Harris County Public Health Services. This includes managing transportation services for eligible individuals needing access to medical appointments and other essential services. The contractor must demonstrate experience in non-emergency medical transportation (NEMT) and/or rideshare services, particularly with public sector or healthcare clients.
Specific deliverables include:
- A detailed project execution plan
- Quality assurance programs
- Safety protocols
- Centralized billing systems
- Trip verification processes
- Compliance with Key Performance Indicators (KPIs).
The contractor is also expected to manage subcontractors effectively and ensure all services meet local building codes and federal regulations.
Period of Performance
The anticipated contract term is one (1) year with four (4) one-year renewal options based on the same terms and conditions as the original contract. Renewals are subject to approval by the Harris County Commissioners Court.
Place of Performance
Services will be performed within Harris County, Texas.
Bidder Requirements
Offerors must comply with various certifications including but not limited to:
- Being registered with the Texas Secretary of State
- Obtaining a Texas Sales & Use Tax permit
- Maintaining necessary licenses and certifications
- Providing performance bonds if required
- Demonstrating financial capacity
- Submitting a Certificate of Interested Parties (Form 1295)
- Completing a Statement of Offeror Qualifications
- Providing references
- Adhering to MWBE participation goals.
