Description

Background
Harris County administers Federal grant funds from various sources, including the Texas General Land Office (GLO), FEMA, and HUD. The goal of this contract is to provide rideshare and non-emergency medical transportation solutions for Harris County Public Health Services. All purchases made with grant funds must comply with applicable Federal, State, and County procedures. Contracts awarded under this RFP will be funded in whole or in part with Federal grant monies. Harris County will follow competitive proposal procurement methods as outlined in 2 CFR 200.320(d).

Work Details
The contractor will provide rideshare and non-emergency medical transportation solutions for Harris County Public Health Services. This includes managing transportation services for eligible individuals needing access to medical appointments and other essential services. The contractor must demonstrate experience in non-emergency medical transportation (NEMT) and/or rideshare services, particularly with public sector or healthcare clients.

Specific deliverables include:
- A detailed project execution plan
- Quality assurance programs
- Safety protocols
- Centralized billing systems
- Trip verification processes
- Compliance with Key Performance Indicators (KPIs).
