Background
Harris Health is a public health care system providing medical services to the indigent and medically underserved population of Harris County, Texas. The system operates under the direction of a Board of Trustees and receives funding through property taxes. The goal of this Request for Proposals (RFP) is to establish one or more qualified vendors to provide reliable, timely, and cost-effective repair and maintenance services for its oversized fleet vehicles, ensuring safety, functionality, and compliance.
Work Details
The awarded vendor(s) will provide comprehensive repair, maintenance, inspection, and auto body services for approximately 78 medium- and heavy-duty specialty fleet vehicles (Class 4 to Class 8), including ambulances, shuttle buses, wheelchair vans, utility vehicles, and Farber mobile units. Services include:
- **Corrective Repairs:** Diagnostic and repair of mechanical, electrical, hydraulic systems; frame and drivetrain repairs; welding and auto body repair.
- **Preventive Maintenance:** Scheduled inspections; oil changes; DOT inspections; documentation of maintenance logs.
- **Parts Replacement:** Use of OEM parts or preapproved aftermarket components; maintain adequate inventory.
- **Emergency & Roadside Services:** 24/7 emergency response for critical assets; towing services; mobile diagnostics.
- **Warranty Coordination:** Manage warranty claims and recall work.
- **Fleet Tracking:** Maintain logs of services performed; submit service documentation electronically compatible with Harris Health’s fleet management system.
Period of Performance
The initial term of the Agreement will be for one year from the effective date with six one-year renewal options based on performance.
Place of Performance
Services may be performed onsite at Harris Health facilities or at the vendor’s authorized service facility within a thirty-five mile radius of Harris Health System Administrative Offices located at 4800 Fournace Place, Bellaire, Texas.
Bidder Requirements
Vendors must have a minimum of three years' experience in fleet maintenance for oversized vehicles. Technicians must possess valid ASE certifications. Operators must hold a valid CDL. Vendors must carry general liability insurance and garage keepers’ liability insurance. They must be registered to do business in Texas and employ at least one accredited DOT inspector certified to perform required inspections.
