RFP - P25 Radio Repair Services and Related Items for Harris County

Background
Harris County is the third-largest County in the United States by population, with over 4.7 million residents and 18,000 County employees and contractors. The County operates a comprehensive Land Mobile Radio (LMR) communications network to support public safety agencies, which includes approximately 80,000 radios from various manufacturers.

Harris County seeks to establish a contract for Project 25 (P25) radio repair services to improve operational efficiency and reduce reliance on original equipment manufacturers for repairs.

Work Details
The vendor will provide P25 radio repair services, including repairs for mobile radios, portable radios, two-way radio consolettes, and TxWARN Astro P25 infrastructure equipment. Key objectives include minimizing downtime, restoring functionality, adhering to P25 standards, ensuring cost efficiency, compliance with regulations, and providing quality assurance.

The vendor must employ factory-trained technicians familiar with P25 standards and utilize OEM recommended parts for repairs. Services must include online tracking of repairs, a warranty for 90 days post-repair, and adherence to specified turnaround times: 14 working days for subscriber repairs and 30 working days for infrastructure repairs. The vendor shall also provide a detailed description of proposed services addressing all requirements outlined in the RFP.

Period of Performance
The contract term will begin on or about October 1, 2025, lasting one year with potential renewal options for four additional one-year terms.

Place of Performance
Services will be performed at the vendor's facility capable of handling P25 radio repairs as specified in the RFP.

Bidder Requirements
Vendors must have an established business for at least five years with experience in similar scoped work. They must be authorized resellers or implementation partners for the proposed products/services.

Vendors are required to provide proof of compliance with all governing regulations and laws including federal immigration laws. A payment bond may be required if subcontractors are used. Vendors must submit a Certificate of Insurance covering all necessary liabilities.
