RFP - On-Demand Information Technology Project Services for the Harris County Toll Road Authority

Background
The Harris County Toll Road Authority (HCTRA) is seeking proposals from qualified vendors to provide on-demand Information Technology (IT) project services.

HCTRA aims to improve mobility in the Greater Houston Metropolitan area through effective operation of urban toll highway systems. The authority operates through multiple divisions including Engineering and Information Technology, and relies on user charges to fund operations and future projects. This contract is intended to support HCTRA's extensive technology systems, which include various IT infrastructures.

Work Details
The vendor will provide a comprehensive range of IT project services including:
- Project consulting
- Program/project management
- Planning (requirements specifications and project setup)
- Design (multiple reviews)
- Implementation tasks such as configuration, system integrations, installation, testing, and system commissioning.
- Ongoing support and maintenance including systems administration, troubleshooting, resolution, and decommissioning.

The vendor must demonstrate the ability to handle new projects as well as upgrades and modifications across HCTRA's IT systems. Specific areas of expertise required include Enterprise Management Systems, Security Systems, Premise Distribution Systems, Communication Systems, and more. The procurement of hardware and software is not included in this RFP.

Period of Performance
The contract will begin approximately January 1, 2025, for one year with the possibility of four one-year renewal options based on performance and approval by the Harris County Commissioners Court.

Place of Performance
Services will be performed at various locations associated with the Harris County Toll Road Authority in the Greater Houston Metropolitan area.
