RFP NO. 26-18 Custodial Services

Background
The City of Huntsville is seeking proposals from qualified vendors to provide comprehensive custodial services for various city facilities. The goal of this contract is to maintain a clean, sanitary, hygienic, and safe working environment through consistent and high-quality custodial services. This initiative aligns with the city's commitment to ensuring a professional presentation and healthy environments for employees and visitors.

Work Details
The contractor will provide custodial services including but not limited to: light dusting, floor care, trash removal, cleaning and disinfecting doors, restrooms, conference rooms, and other common areas with daily, weekly, and monthly cleaning requirements. Specific tasks include:

1. **Office Areas, Lobbies, and Corridors**:
- Daily emptying of waste receptacles and sanitizing as needed.
- Cleaning glass doors and handles daily.
- Weekly sanitization of hard surfaces.
- Monthly detailed cleaning of desktops and water fountains.

2. **Restrooms**:
- Daily cleaning and disinfection of all fixtures including toilets and urinals.
- Weekly cleaning of walls around sinks and toilets.
- Daily refilling of consumables like soap and paper towels.

3. **Floors**:
- Daily vacuuming of carpets in high traffic areas.
- Sweeping and mopping hard surface floors daily with disinfectant solutions.

4. **Kitchens/Kitchenettes**:
- Daily cleaning of sinks, countertops, tables, and appliances.

5. **Dusting**:
- Weekly dusting of windowsills, ledges, blinds; monthly dusting of file cabinets.

6. **Consumables Management**:
- The vendor is responsible for managing consumables at various municipal facilities.

Period of Performance
The contract term will commence upon award through September 30, 2027. There are four optional one-year renewal periods available:
- Option Year 1: October 1, 2027 – September 30, 2028
- Option Year 2: October 1, 2028 – September 30, 2029
- Option Year 3: October 1, 2029 – September 30, 2030
- Option Year 4: October 1, 2030 – September 30, 2031.

Place of Performance
Services will be performed at various City of Huntsville facilities including City Hall (1220 11th Street), Public Library (1219 13th Street), Service Center (448 State Highway 75 North), Municipal Court Office (717 FM 2821), Huntsville Municipal Airport (1000 Airport Dr.), among others.

Bidder Requirements
Vendors must demonstrate adequate personnel and equipment to perform the work properly. They should have suitable financial status to meet obligations and appropriate technical experience. Vendors are required to provide proof of insurance coverage including Commercial General Liability ($1 million per occurrence), Commercial Automobile Liability ($300k per occurrence), Professional Liability Insurance ($1 million per occurrence), and Workers’ Compensation Insurance as per Texas law.
