Background
The Heart of Texas Workforce Development Board, Inc., also known as Workforce Solutions for the Heart of Texas, is a nonprofit organization that serves the Heart of Texas region, which includes Bosque, Falls, Freestone, Hill, Limestone, and McLennan counties. The Board's mission is to support economic development by facilitating the development of a quality workforce.

This Request for Proposals (RFP #13250101) aims to solicit bids for the management and operation of Workforce Innovation and Opportunity Act (WIOA) Youth program services and Temporary Assistance for Needy Families (TANF) Workforce Career and Educational Outreach services. The focus is on serving out-of-school youth aged 16 to 24 while also providing services to in-school youth aged 14-21 within the WSHOT workforce area.

Work Details
The selected contractor will be responsible for providing comprehensive management and operation of WIOA Youth program services and TANF Educational Outreach services. Key responsibilities include:

1. Delivering all fourteen WIOA Youth program elements which include tutoring, alternative secondary school instruction, paid and unpaid work experiences, occupational skills training, leadership development opportunities, supportive services, adult mentoring, follow-up services, comprehensive guidance and counseling activities, education offered concurrently with workforce preparation activities, financial literacy education, entrepreneurial skills training, labor market information activities, and transition assistance to post-secondary education.

2. Implementing innovative strategies for outreach to disconnected youth.

3. Collaborating with local educational institutions and employers to provide career guidance and workforce information.

4. Conducting assessments to develop Individual Service Strategies for each participant.

5. Ensuring compliance with federal regulations related to WIOA and TANF programs.

Period of Performance
The initial contract period will commence on October 1, 2025, and will last until September 30, 2026. There is an option for up to four additional one-year extensions based on performance evaluations and funding availability.

Place of Performance
The contract will be performed in the Heart of Texas region encompassing Bosque, Falls, Freestone, Hill, Limestone, and McLennan counties.

Bidder Requirements
Eligible respondents include private for-profit organizations, private non-profits, governmental entities or faith-based organizations that can demonstrate experience in managing youth workforce programs. Proposers must not be debarred or suspended from participation in federal programs. Historically Underutilized Businesses (HUBs) are encouraged to apply and must provide certification with their proposal to receive evaluation points.
