WorkforceSolutions Capital Area Workforce Board (Board) is seeking proposals fromqualified individuals or firms to for abroker that will provide the full range of Employee Benefit Brokerage servicesrelated to the implementation, maintenance, communication, and improvement ofits group benefit programs. The Board isseeking a vendor-partner to the Board's Human Resources Team. Thisvendor-partner should be hands-on, proactive, responsive and informed onmandates and trends. Services would also include identifying plan/vendorconsolidation opportunities, design changes that will reflect The Board'soverall benefit strategy and increase employee understanding.

Background
The Workforce Solutions Capital Area Workforce Board (Board) is seeking proposals from qualified individuals or firms to serve as a broker for Employee Benefit Brokerage services. The Board administers workforce development services/programs and aims to enhance its group benefit programs through effective brokerage. Established in 1984 as a non-profit corporation in Texas, the Board operates within the Texas Workforce Solutions Network and serves as the designated grant recipient for workforce development funds in the Austin/Travis County area.

Work Details
The selected broker will provide a comprehensive range of services including:

1. Development, design, and planning of employee benefit programs with strategic planning and benchmarking.
2. Negotiation of annual coverage renewals from carriers, including seeking competitive quotes and advising the Benefits Committee.
3. Annual review of various plans such as Medical Benefits, Prescription Drug, HSA/FSA administration, COBRA administration, and Supplemental Insurance options.
4. Review of policies for accuracy and compliance with negotiated coverages.
5. Development of budget accrual rates and COBRA rates.
6. Management support for insurance providers/TPA intermediaries.
7. Assistance with benefits administration and employee communications.
8. Compliance guidance on employee benefit laws including ACA, ERISA, HIPAA, and COBRA.
9. Recommendations for ancillary products that complement core benefits.
10. Conducting quarterly update meetings with the benefits team.

Period of Performance
The initial contract period is anticipated to begin on October 1, 2025, through September 30, 2026, with options to renew for up to four additional one-year periods based on performance and funding availability.

Place of Performance
The contract will be performed at the Board's office located at 9001 N I-35, Suite 110E, Austin, Texas 78753.

Bidder Requirements
Proposers must demonstrate experience in benefit brokerage for non-profit organizations of similar size (currently 29 full-time employees). Brokers must be licensed to sell insurance in Texas or listed as an eligible surplus lines carrier. Proposers should have knowledge of market trends and legislation related to employee benefits and must comply with all applicable federal and state laws.
