RFP Economic Development Strategic Plan

Background
The City of Fort Worth is seeking proposals from qualified firms or individuals with experience in economic development strategic planning to finalize an agreement for the Economic Development Strategic Plan. The City aims to foster growth and resilience in its economy, reflecting its rich history and forward-looking vision. As one of the fastest-growing large cities in the nation, Fort Worth prioritizes investments that support a skilled workforce and attract diverse industries.

Work Details
The Consultant will create an Economic Development Strategic Plan that includes:

1) Assessment of current economic conditions, market conditions, and competitive landscape;
2) A strategic vision and goals for economic development functions;
3) Policy recommendations related to economic development programs and incentives;
4) An implementation/action plan with short (1-2 years), mid (3-5 years), and long-term (5+ years) strategies;
5) Metrics for measuring success.

The plan must address focus areas such as Business Recruitment and Attraction, Business Retention and Expansion, Revitalization Programs, Incentives and Tools, Innovation Districts, Small Business Development Programs, Workforce Initiatives, and Organizational Capacity.

Period of Performance
The project is expected to be completed within an estimated timeframe of 8 to 12 months.

Place of Performance
The contract will be performed within the City of Fort Worth.

Bidder Requirements
Proposers must have a minimum of 5 years of experience in developing similar programs. The City has established a 30% Small Business participation goal for this solicitation. Proposals must include documentation detailing how this goal will be achieved along with current Small Business Certification issued by a certifying entity approved by the City Manager.
