RFP - Disparity Study, Enhanced Program Recommendations and Other Related Services for Harris County

Background
Harris County is seeking a vendor to conduct a comprehensive disparity study and provide enhanced program recommendations as part of its Minorities and Women Owned Business Enterprise (M/WBE) Program. This initiative follows the findings of a 2020 Disparity Study that highlighted disparities in the availability and utilization of Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs) on County contracts. The goal is to ensure equitable access to County contracts for targeted firms, including M/WBEs, Small Business Enterprises (SBEs), and Veteran Owned Businesses (VOBs).

Work Details
The vendor will conduct a comprehensive disparity study that includes:

1. An updated availability analysis of M/WBEs, SBEs, and VOBs.
2. Program enhancement recommendations for the current M/WBE program.
3. A Harris County disparity analysis to assess utilization versus marketplace availability.
4. A procurement and disparity review of the Harris County Housing Authority.

The project will be divided into four phases:
- Phase I: Updated Availability Analysis, which involves examining historical contracting practices and identifying barriers affecting participation of targeted firms.
- Phase II: Recommendations for enhancing the M/WBE, VOB, and SBE programs, including prompt payment policies and procurement processes.
- Phase III: Disparity Analysis focusing on discrimination evidence in contracting practices.
- Phase IV: Analysis of HCHA's procurement practices to identify exclusionary practices against MWBEs.

Period of Performance
The contract period is expected to begin on or about October 1, 2025, lasting for one year with potential renewal options for four additional one-year terms.

Place of Performance
The services will be performed in Harris County, Texas.

Bidder Requirements
Vendors must demonstrate experience in conducting disparity studies and have been engaged in similar services for at least five consecutive years. They should provide references from previous clients and hold any necessary business licenses or certifications required to perform the services outlined.
