RFP - Community Engagement for the Harris County Community Solar Program for the Harris County Office of County Administration

Background
Harris County administers Federal grant funds received from various sources, including the Texas General Land Office (GLO), FEMA, and HUD. This RFP is for community engagement services related to the Harris County Community Solar Program, aimed at enhancing participation in solar energy initiatives among local communities. The County emphasizes compliance with federal, state, and local regulations in managing these funds and contracts.

Work Details
The contractor will be responsible for providing community engagement services that include:

1) Developing strategies to engage low-income communities in the Community Solar Program;
2) Conducting outreach activities to raise awareness about solar energy benefits;
3) Facilitating workshops and informational sessions;
4) Creating educational materials tailored to diverse audiences;
5) Collaborating with local organizations to enhance program participation;
6) Managing logistics for community events and meetings;
7) Reporting on engagement activities and outcomes as required by grant compliance.

Period of Performance
The anticipated contract term is one year, beginning approximately October 1, 2025, and ending September 30, 2026, with an option for a two-year renewal.

Place of Performance
The services will be performed within Harris County, Texas.

Bidder Requirements
Offerors must demonstrate experience in community engagement or working with low-income communities. They should have a minimum of five years of relevant experience and must comply with all federal, state, and local laws. Additionally, Offerors are encouraged to submit proposals that include minority business enterprises (M/WBE), small business enterprises (SBE), or historically underutilized businesses (HUB). Offerors must also provide proof of necessary licenses and certifications required by Texas law.
