Description

INSTRUCTIONS TO RESPONDENTS Bids are solicited for furnishing the goods, supplies, equipment and/or services as set forth in this solicitation. Bids must be received Electronically or by Sealed Bid in the Purchasing Office by date and time specified, and then publicly opened and read aloud. Sealed Bids that are either mailed or delivered must be enclosed in a sealed envelope, addressed to the Director Purchasing, and have the bid number, bid name, closing date, and company name clearly marked on the outside of the envelope. Sealed Bids should be mailed or hand delivered to the following address: San Antonio Water System Purchasing Department 2800 US Highway 281 North, Administration Bldg, 5th Floor San Antonio, TX 78212 Electronic Bids can not be accepted after the specified date/ time. Sealed Bids received late will be returned; they will not be opened nor considered in the evaluation of the bid. The undersigned agrees, if the bid is accepted, to furnish any and all items upon which prices are offered, at the price(s) and upon the terms and conditions contained in the specifications. The period of acceptance of this bid will be 90 calendar days after the bid opening date. SCOPE: The San Antonio Water System (SAWS) is seeking to procure, using the Request for Proposal (RFP) method, a Software-as-a-Service ( SaaS or cloud) solution to: (1) identify and measure water loss within SAWS distribution network, and (2) identify leakage locations utilizing the concept of Virtual District Metering (vDMA) (the vDMA Software ). We highly recommend online submission. This expedites the process and reduces errors for both buyer and supplier. Background
The San Antonio Water System (SAWS) is seeking to procure a Software-as-a-Service (SaaS) solution for Virtual District Metering Areas (vDMA) to identify and measure water loss within its distribution network. The goal of this contract is to enhance the efficiency of water management by utilizing advanced software to detect leaks and monitor water usage effectively.

Work Details
The vDMA Software must integrate various data sources including production pressure, flow data, SCADA data, consumption data, work order data, and GIS data to identify water loss. Key components include:

1. Pilot Implementation: A 90-day pilot in an 8 square mile area with one inflow meter and approximately 712 customer meters.

2. Continuous Monitoring: The software should provide real-time analysis and event detection for anomalies indicating leaks.

3. Reporting Capabilities: A dashboard for monitoring overall system performance and generating reports on water loss events, including metrics such as input volume, consumption volume, and gallons per connection per day.

4. Training: Virtual training for SAWS staff using a 'train the trainer' model.

5. Additional Professional Services: Assistance in determining hardware installation locations and ongoing support as needed.

Period of Performance
The Work Order Deployment Contract will last for 60 months following implementation and acceptance, with an option for month-to-month extensions not exceeding 6 months.

Place of Performance
The contract will be performed within the geographic area served by the San Antonio Water System, specifically targeting its distribution network.

Bidder Requirements
Bidders must complete a Vendor Technical Assessment Questionnaire (VTAQ), provide proof of insurance coverage including Commercial General Liability and Cyber Liability insurance, and comply with all specified insurance requirements. Additionally, vendors must demonstrate a history of continuous improvement in their software solutions.
