The Tarrant County Hospital District, known as JPS Health Network, is a tax-supported organization dedicated to serving the healthcare needs of families across Tarrant County. The District operates John Peter Smith Hospital, a Level I Trauma Center with 582 licensed beds and provides comprehensive healthcare services including primary care, specialty care, and behavioral health services.
The District is seeking proposals for an Automated Technology Solution for Capture and Indexing of Medical Records to enhance its content management platform and Electronic Health Record (EHR) system, specifically using Epic as the EHR. This solution aims to efficiently manage an average of 1.5 million images annually.
Work Details
The contract involves providing a cloud-based automated technology solution that includes:
- Capture and indexing of medical records into the District’s content management platform and/or EHR.
- Use of Optical Character Recognition (OCR) and Natural Language Processing (NLP).
- Ability to index non-uniform outside records.
- Integration capabilities with existing systems including Epic.
- Creation and management of tasks/orders for order-level indexing.
- Real-time encounter matching in Epic.
- Active oversight of the machine learning engine to ensure efficacy.
- Expertise in Health Information Management (HIM) indexing.
- Compliance with SOC 2 certification standards.
Period of Performance
The proposed contract term is three years with two additional one-year renewal options. The District may exercise renewal options by providing written notice at least 30 days prior to the expiration of the current term.

The services will be performed at the Tarrant County Hospital District facilities located in Fort Worth, Texas.
Bidder Requirements
Respondents must register as vendors in the District’s online vendor portal. The District encourages participation from historically underutilized businesses (HUBs) with a target goal of 25% HUB participation. Respondents must comply with various Texas Government Code provisions regarding business operations, including those related to boycotts and scrutinized business operations.
Additionally, vendors must provide proof of cyber insurance coverage with a minimum policy limit of $20 million for handling Protected Health Information (PHI).
