Description

TheTexas Tech University Health Sciences Center ( TTUHSC ), a part of the TexasTech University System, seeks proposals from qualified firms for ComprehensivePharmacy Services - Texas County Jail Locations (the Services ). The Services are more specifically describedin Section 5.4 entitled Service Specifications.

Background
The Texas Tech University Health Sciences Center (TTUHSC), part of the Texas Tech University System, is seeking proposals for Comprehensive Pharmacy Services to be provided at Texas County Jail locations. The goal of this contract is to ensure quality healthcare for inmates in a highly underserved region of West Texas, which encompasses 108 counties and a population of approximately 2.7 million people.

Work Details
The contractor will provide comprehensive pharmacy services including: mail order prescription services across Texas, 7-day patient-specific pill packs or blister packs, integration with the county's electronic medical records (EMR), and must not utilize secondary vendors or subcontractors.

The services are specifically targeted for Montgomery County Jail, Wichita County Jail, and potentially other county jails. The anticipated pharmaceutical costs are $450,000 for Montgomery County Jail and $250,000 for Wichita County Jail and Judge Arthur R. Tipps Juvenile Justice Center. The contractor must also handle emergency fills of prescriptions, out-of-stock items, medication errors, and maintain a quality assurance program.

Period of Performance
The contract will commence upon execution of the agreement and is expected to expire on October 31, 2030.

Place of Performance
Services will be performed at:
- Montgomery County Jail located at 1 Criminal Drive, Conroe, TX 77301;
- Wichita County Jail at 2815 Central E Fwy, Wichita Falls, TX 76302;
- Judge Arthur R. Tipps Juvenile Justice Center at 510 Lamar, Wichita Falls, TX 76307.

Bidder Requirements
Proposers must be current with the State of Texas Comptroller of Public Accounts and provide a Certificate of Franchise Tax status. They must demonstrate evidence of necessary certifications, permits, licenses, and insurances to provide the required services.

Proposers must comply with the Texas Risk and Authorization Management Program (TX-RAMP) and certify that they are not listed in specific sections of the National Defense Authorization Act or owned by foreign adversaries as defined by U.S. regulations.
