RFP 735-2025-4401 Asbestos Abatement Oversight Services

Background
Midwestern State University (MSU) is a public institution of higher education located in Wichita Falls, Texas. The university seeks to engage qualified firms for asbestos abatement oversight services as part of its Facilities Services Department's efforts to manage remodeling and renovation projects.

Due to the age of its facilities, asbestos abatement is often necessary before construction activities can commence. This Request for Proposal (RFP) aims to establish a Time and Materials Construction Service Agreement with one or more firms capable of providing these services.

Work Details
The contractor will provide various services related to asbestos abatement oversight, including:
1. Reviewing building blueprints and specifications to identify asbestos-containing materials (ACBM).
2. Developing asbestos abatement contract documents with necessary specifications and drawings.
3. Assisting in the review of bid documents for asbestos abatement contracts and creating estimates for such activities.
4. Coordinating scheduling needs with clients, general contractors, and abatement contractors.
5. Overseeing abatement contractors and ensuring compliance with state permit requirements.
6. Providing full-time project management during all phases of the project, including daily air monitoring and analysis services by qualified analysts.
7. Documenting costs with daily work logs and submitting all project data at completion for record-keeping purposes.
8. Ensuring that all personnel are licensed in Texas for their respective roles in the project.

Period of Performance
The initial contract term will begin upon award until August 31, 2025, with options for four one-year renewals thereafter.

Place of Performance
Services will be performed at various locations within Midwestern State University's facilities in Wichita Falls, Texas.
