Background
Lubbock Power and Light (LP&L) is a municipal-owned utility serving approximately 253,000 citizens in Lubbock, Texas. The agency operates and maintains electric transmission and distribution infrastructure connected to the ERCOT grid and is subject to North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards. LP&L is seeking proposals for staffing and consulting services to support its NERC CIP compliance program, which includes staff augmentation, embedded compliance support, program management, audit readiness, and operational support associated with ongoing compliance activities and system upgrades.
Work Details
The successful Offeror will provide the following services:
1. Embedded staff augmentation and subject matter expertise to support LP&L’s NERC CIP compliance program.
2. Support planning, prioritization, and execution of a rolling 12-month compliance schedule.
3. Execute compliance review cycles including validation of requirement applicability.
4. Review, develop, redline, and maintain compliance documentation.
5. Support evidence collection and validation for audit defensibility.
6. Perform ongoing compliance monitoring and gap analysis activities.
7. Provide support for mitigation plans, self-reports, and regulatory activities.
8. Maintain Reliability Standard Audit Worksheets (RSAWs).
9. Monitor new or revised NERC CIP standards and assess impacts.
10. Provide audit readiness support including mock audits.
11. Provide training, mentorship, and knowledge transfer to LP&L personnel.
12. Onsite support for Energy Management System (EMS) transition activities including change management associated with system upgrades.
Period of Performance
The initial term of the agreement shall be twelve (12) months with an option to extend for one additional twelve (12) month term.
Place of Performance
Services are expected to be performed primarily remotely with potential onsite support in Lubbock, Texas as needed.
Bidder Requirements
Offerors must demonstrate extensive experience with NERC CIP standards, supporting electric utilities with compliance programs, providing embedded staff augmentation services, operational technology environments experience, cybersecurity compliance expertise, and the ability to develop policies/procedures/documentation related to NERC CIP requirements. Additionally, Offerors must successfully complete LP&L's CIP 004 Personnel Risk Assessment and Background Screening process.
