Background
Lubbock Power & Light (LP&L) is seeking proposals from qualified contractors to provide comprehensive vegetation management and access maintenance services. The goal of this contract is to ensure the maintenance of LP&L's substation locations, training yard, and other controlled areas to maintain a clean and professional appearance while ensuring reliable access for operations.
Work Details
The contractor will be responsible for the following services:
1. **Substation Vegetation Maintenance**: Mowing, weed-eating, herbicide spraying, removal of small brush (<2 inches), clearing vegetation around pads and drive lanes, and maintaining gravel pads free of vegetation.
2. **Training Yard Maintenance**: Mowing, herbicide treatment on gravel areas, brush removal, fence line trimming.
3. **Municipal Hill Maintenance**: Mowing, weed control, trimming along LP&L structures, and maintaining a clean appearance.
4. **ROW Access Management**: Mowing and clearing tall weeds/brush along access roads, herbicide application on access lanes and gate areas.
5. **Herbicide Application Requirements**: Must have a Texas Department of Agriculture (TDA) Commercial Applicator License in Category 6 – Right-of-Way Pest Control. Compliance with EPA label adherence is required.
Period of Performance
The contract will be for a term of one year starting upon formal approval by LP&L, with the possibility of four additional one-year renewals based on mutual agreement.
Place of Performance
Services will be performed at various locations including 41 substation sites in Lubbock, LP&L Training Yard at 1106 North Indiana Ave., Lubbock TX 79415, Municipal Hill at 402 Municipal Drive, Lubbock TX 79403, and Transmission & Distribution right-of-way access locations as needed.
Bidder Requirements
Offerors must have a minimum of three years of utility vegetation/ROW experience and hold a TDA Commercial Applicator License (Category 6). A valid safety program and trained personnel are required. Offerors must also provide proof of insurance coverage as specified in the RFP.
