RFP 6352 Investment Advisor Services

Background
The City of Corpus Christi is seeking proposals from qualified firms to provide Investment Advisor Services. This initiative aims to enhance the management of the City's investments in accordance with its Investment Policy and guidelines for City-associated corporations. The selected contractor will act solely in an advisory capacity, ensuring compliance with Texas State law and local ordinances.

Work Details
The Contractor will provide non-discretionary investment advisor services, which include:

1. Reviewing and recommending changes to the City’s Investment Policy and related policies for associated corporations.
2. Providing timely market assessments and informing staff of market risks and opportunities.
3. Assisting in developing investment strategies to enhance portfolio performance within established policies.
4. Reviewing Quarterly Investment Reports and attending related meetings to present economic updates.
5. Proposing improvements to current investment management procedures.
6. Offering general consulting on the City’s cash flow model.
7. Assisting in the selection of broker/dealers.
8. Providing detailed monthly and quarterly investment reports as per policy requirements.
9. Reviewing potential investment products, including securities lending services.
10. Assisting in developing treasury policies and procedures, monitoring collateral requirements, and aiding with depository contract solicitation and review.
11. Providing up to ten hours of investment training every two years as per the Texas Public Funds Investment Act.

Period of Performance
The contract term is set for two years with two additional two-year options available.

Place of Performance
Services will be performed in Corpus Christi, Texas.
