RFP 25-18820 - Fire Entrance Exams

Background
The City of Lubbock is seeking proposals from qualified firms and individuals for the development, administration, and scoring of fire entrance examinations. The goal of this RFP is to identify a vendor capable of delivering fair, consistent, and legally defensible entry-level examinations that align with the City's hiring goals and comply with local, state, and federal regulations.

Work Details
The selected vendor will be responsible for developing, administering, and supporting written examinations critical for hiring qualified individuals for fire service entry-level positions. Key tasks include:

1. Exam Development: Create exam content tailored to required competencies, ensure compliance with the Uniform Guidelines on Employee Selection Procedures (UGESP), develop various exam formats (multiple-choice, situational judgment), and provide necessary test materials.

2. Exam Administration: Distribute study guides and test preparation materials.

3. Scoring and Reporting: Deliver accurate scoring, provide detailed scoring reports, conduct adverse impact analyses, and train scoring specialists.

4. Compliance and Documentation: Ensure ADA compliance for exam materials, maintain documentation for records retention in compliance with City policies, and offer legal defensibility documentation if exams are challenged.

Period of Performance
The contract shall be for a term of one year with four one-year extensions available upon formal approval.

Place of Performance
The services will be performed in Lubbock, Texas.

Bidder Requirements
Offerors must demonstrate specialization in developing civil service examinations. They should provide a brief history of their company along with examples of previous similar projects and references from past clients. Additionally, they must comply with all applicable federal or state statutes and local ordinances.
