RFP - 25/0180 - Modernization of Public-Facing Websites for the Harris County Office of Court Management

Background
The Harris County Office of Court Management serves as the administrative office for various Harris County courts, including Criminal Courts, Civil Courts, and Justice Courts. The office provides a range of support services, including administrative, legal, IT infrastructure, and training support. The goal of this contract is to modernize the public-facing websites associated with the Office of Court Management to enhance user experience and ensure compliance with modern web standards.

Work Details
The selected vendor will be responsible for modernizing two public-facing websites for the Harris County Office of Court Management. Key tasks include:

- Assessing existing sites built on HTML5/CSS3 and ASP.NET.
- Proposing updates or replacements for site architecture.
- Ensuring responsive and accessible design.
- Conducting stakeholder consultations.
- Implementing multi-user access with security levels.
- Integrating AI-powered chatbots.
- Assisting with content migration.
- Providing training for staff.
- Delivering post-implementation support for six months.
- Ensuring compliance with accessibility standards (ADA, Section 508).
- Conducting browser compatibility testing.

The vendor must also provide a detailed project work plan covering logistics, tasks, deliverables, and a final project report.

Period of Performance
The contract term is expected to begin on or about September 1, 2025, lasting for twelve months or until all services ordered prior to expiration have been satisfactorily delivered.

Place of Performance
The work will be performed in Harris County, Texas.

Bidder Requirements
Vendors must demonstrate experience with similar website modernization projects for governmental entities. They should provide evidence of expertise in User Experience (UX) design, content management systems (CMS), and analytics implementation. Vendors are also required to submit a completed USRA Requirements Checklist Questionnaire as part of their proposal.
