Background

Work Details
The contractor will be responsible for the design, construction, and operation of a Recycling Materials Recovery Facility (MRF). This includes:

- Ensuring compliance with all local, state, and federal regulations regarding waste management and recycling.
- Providing necessary equipment and technology to efficiently sort and process recyclables.
- Developing educational programs to promote recycling within the community.
- Reporting on operational metrics such as volume of materials processed and diversion rates from landfills.

The contract will commence upon award and is expected to last for an initial term of five years, with options for renewal based on performance evaluations.

Bidder Requirements
Bidders must comply with the following requirements:
- Must have relevant experience in operating recycling facilities or similar projects.
- Must provide proof of insurance coverage including Commercial General Liability, Workers Compensation, and Automobile Liability as specified in the RFP.
- Must not be debarred or suspended from participating in federal assistance programs.
- Must complete all required forms including Conflict of Interest Questionnaire and Non-Collusive Affidavit.
