RFP 2025- 506 Walk-In Cooler/ Freezer Replacement

Background
The Taylor County Commissioners’ Court is issuing a Request for Proposals (RFP) for the replacement of a Walk-In Cooler/Freezer at the Jail Kitchen Facility. The goal of this contract is to secure a turnkey installation that provides the best combination of equipment and features at the greatest cost benefit to Taylor County.

This project is anticipated to be federally funded, requiring adherence to specific federal guidelines.

Work Details
The contractor will be responsible for the following tasks:
- Evaluate and provide a direct replacement for the current walk-in cooler/freezer.
- Remove and replace the existing cooler/freezer refrigeration system.
- Estimate lead-time on all equipment from the date the purchase order is issued.
- Provide a preliminary project schedule from issuance of PO to completion.
- Include any necessary municipal permits and fees.
- Include removal and disposal/recycling of existing equipment, cartons, packing materials, and related debris.
- Protect all interior surfaces, equipment, and contents during work; final cleanup must restore each room to its original condition.
- Provide temporary refrigeration/freezer equipment for use during the duration of the project.
- Commissioning must include testing of all equipment and delivery of all owner’s manuals, warranties, and any other documentation.

Included in pricing are all project management, design engineering, programming, labor for installation, testing, training, travel expenses, verification of system, and ancillary expenses required.

Period of Performance
The contract period will commence upon issuance of a purchase order and is expected to be completed within an estimated number of days as indicated by the bidder in their proposal.

Place of Performance
The work will be performed at the Taylor County Adult Detention Facility located at 910 South 27th Street, Abilene, Texas 79602.
