Background
Hays County is soliciting a qualified organization for Program Coordinator Services to assist with the design and construction phase of The Hays County Pet Resource, Education, and Research Center, as well as managing current programs and further developing additional programs that can be incorporated into the Center. The organization should have proven expertise in project management, staffing, outreach, community engagement, capital campaigns, fundraising, shelter management, and multidisciplinary areas of animal welfare.
The Hays County Pet Resource, Education, and Research Center will include field services, an Open-Door Veterinary, and a Spay Neuter Clinic from a non-profit, embracing the HASS model (Human Animal Support Services) and The Best Practice Playbook for Animal Shelters.
Work Details
The intent is for the Project Coordinator organization to aid in the overall design development and construction phase of the Hays County Pet Resource, Education, and Research Center as well as further develop programs and processes of the Center. The awarded organization will be responsible for providing services such as reviewing land and locations identified per specific guidelines; assisting in selecting the Project Manager, Architect & Engineering Firm to develop construction plans; proposing edits to construction plans; creating construction IFB; reviewing bids received; developing a marketing plan for the Center; developing a funding plan; working with stakeholders to develop programs supporting the mission and vision of the Center; assisting with finalizing local ordinance revisions and implementation; establishing a Law Enforcement Program to include a Call Center for Cruelty Reporting; providing law enforcement training and support for animal protection officers.
Period of Performance
The initial contract term is from July 2024 - Design Phase Completion. Optional contract terms include Design Phase Completion - Construction Phase Completion.
