Furthermore, if the project estimate and/or contractor's estimate is greater than or equal to $100,000, the use of Historically Underutilized Businesses (HUBs) is mandated and a HUB Subcontracting Plan (HSP) is required and must be submitted with proposal package. All submitted bids will be publicly opened, only successful bids will be read. It is the bidder's responsibility to ensure that the proposal (required documents) arrives at the above location and in the hands of the letting official, by the specified bid date / time deadline regardless of the method chosen by the bidder for delivery.
