Background
The Texas Department of Criminal Justice (TDCJ) is seeking proposals for Residential Substance Use Treatment Services statewide. The goal is to provide substance use treatment and aftercare for clients released from the Substance Abuse Felony Punishment Facility (SAFPF) and In-Prison Therapeutic Community (IPTC) Programs. This initiative aims to support the rehabilitation and reintegration of individuals with substance use disorders into society.
Work Details
The Contractor will provide comprehensive services including:
1. Residential Substance Use Treatment Services for adults who have completed treatment at an IPTC or SAFPF.
2. TC Intensive Residential Relapse Services for adults who have previously participated in TC services and have relapsed.
3. Intensive SACP Residential Relapse Services for adults who have participated in SACP services and have relapsed.
The Contractor must ensure compliance with all applicable laws, regulations, and TDCJ policies, including maintaining a Texas Health and Human Services Commission (HHSC) Facility license. The program will include intake assessments, individualized treatment plans, aftercare planning, and various therapeutic activities designed to support recovery.
Period of Performance
The contract will commence on January 1, 2026, with a base period lasting until August 31, 2026. There are options to extend the contract for additional periods through August 31, 2029.
Place of Performance
Services will be provided at designated Community Residential Facilities located throughout the State of Texas.

Bidders must comply with specific licensing requirements set by the HHSC and demonstrate their ability to provide the required services. They should also adhere to TDCJ policies regarding staffing qualifications and operational standards.
