Background
Workforce Solutions (WFS) is a non-profit organization serving Hidalgo, Starr, and Willacy counties in Texas. It is responsible for workforce development services in the region and aims to connect businesses with job seekers while improving the skills of the local workforce. The organization is led by a Board of Directors and is committed to providing resources and essential skills to job seekers and exceptional talent to businesses. The goal of this contract is to conduct a comprehensive Compensation Analysis funded by the Texas Workforce Commission.
Work Details
The vendor will perform a comprehensive Compensation Analysis which includes:
1. **Engagement Format:** Work may be performed remotely with required on-site activities including a project kickoff meeting and final presentation at WFS's corporate office in McAllen, TX.
2. **Discovery and Documentation Review:** Review current organizational structure, job descriptions, employee census, salary ranges, pay practices, and conduct interviews with leadership.
3. **Job Classification and Leveling:** Validate approximately 33 roles, confirm or recommend revisions to job titles and descriptions, and assign roles to appropriate job families.
4. **External Market Benchmarking:** Benchmark positions against salary survey data from comparable organizations with geographic adjustments for the Rio Grande Valley.
5. **Internal Equity and Pay Equity Analysis:** Analyze internal pay relationships across roles and conduct a pay equity review across protected classes.
6. **Salary Structure Design:** Design a salary structure aligned with WFS’s compensation philosophy including grades and pay bands.
7. **Cost Modeling:** Quantify cost impacts of recommended structures with implementation options presented.
8. **Compensation Philosophy Guidance:** Draft or refine compensation philosophy and provide administration guidance for ongoing management of the structure.
9. **Final Deliverables:** Provide a final report documenting methodology, findings, recommendations, benchmarking workbook, salary structure, cost model, compensation philosophy, and at least one executive presentation.
Period of Performance
The contract period will begin on July 20, 2026, and end on July 19, 2027.
Place of Performance
The primary location for performance will be at Workforce Solutions' corporate office located at 3101 West U.S. Highway 83, McAllen, TX 78501.
Bidder Requirements
Respondents must submit a qualification package that includes:
- A cover letter describing their organization;
- Responses to the scope of work;
- Demonstrated performance in similar projects;
- Qualifications of individuals leading the project;
- Proposed costs;
- All required forms including certifications regarding debarment, conflict of interest, drug-free workplace compliance, lobbying activities,
- Texas corporate franchise tax status,
- State assessment certification,
- Equal opportunity compliance,
- Prior contracts for similar services.
