Request for Qualifications (RFQ) for Parks, Recreation, and Open Spaces Master Plan

Background
The City of Melissa is seeking qualifications from consulting firms to develop a Parks, Recreation, and Open Space Master Plan. This initiative aims to enhance the city's parks and recreation services, aligning them with community needs and future growth. The selected firm will collaborate closely with city staff, the Melissa Community & Economic Development Corporation (MCEDC), and the City Council to create a strategic vision for park development over the next decade.

The last comprehensive plans were adopted in 2004 and 2009, necessitating an updated approach due to significant population growth in the area.

Work Details
The selected firm will undertake various tasks including:
- Conducting an inventory of current park assets;
- Performing a needs assessment for parks, recreation, trails, and open space;
- Developing a city-wide vision for the parks system;
- Assessing future needs and strategic priorities;
- Conducting an amenity study for different demographics;
- Delivering a user fee analysis;
- Implementing a community outreach plan;
- Preparing condition assessments of major park assets;
- Recommending capital projects for the next ten years with cost estimates;
- Producing a comprehensive planning document that guides park management.

The firm must also summarize the planning process, public input, maps, data collected, service standards analysis, user fee updates, and implementation strategies for presentation to MCEDC and City Council.

Period of Performance
The project timeline includes advertisement on March 28, 2025; qualification submission deadline by May 9, 2025; firm presentations on May 16, 2025; and potential City Council approval by May 27, 2025.

Place of Performance
The contract will be performed within the City of Melissa, Texas.
