Background
The North East Independent School District (NEISD) is a governmental entity responsible for operating public elementary and secondary schools in San Antonio, Texas. NEISD is seeking qualified Design Build Firms to support the 2025 Bond Capital Improvement and Maintenance Operation Programs. The goal of this RFQ is to solicit proposals for integrated design and construction services for various projects authorized under the bond program, which aims to enhance educational facilities and infrastructure.
Work Details
The selected Design Build Firms will provide comprehensive design and construction services for the construction, rehabilitation, alteration, and repair of District facilities. The work encompasses multiple trade categories including Architectural, Civil, Electrical, Mechanical (HVAC), Plumbing, and Fire Suppression. Each awarded firm will be responsible for both design and construction phases of their respective trade category.
The District will retain an independent Architect/Engineer as the Owner’s Representative as required by Texas Government Code § 2269.305.
Period of Performance
The RFQ process will commence with the submission deadline on January 8, 2026. Selected firms will be invited to submit detailed proposals in a phased manner between January and March 2026. Certain work packages are anticipated to begin during the Summer 2026 construction period (June 1 – August 1, 2026).
Place of Performance
The contract work will be performed within the geographic boundaries of the North East Independent School District located in San Antonio, Texas.
Bidder Requirements
Firms must have maintained an established office in Bexar County for at least two consecutive years and demonstrate financial stability with a commitment to maintain an active office in Bexar County for a minimum of six years starting February 24, 2026. Respondents must also have a minimum of seven years of verifiable experience in K-12 educational facility design and construction, including three consecutive years of recent experience in this sector. All respondents must be licensed to do business in Texas.
