Background
The City of Beaumont is seeking proposals from qualified service providers to assist with pre-award and post-award management for infrastructure projects funded under the Water Supply and Infrastructure (WSI) Grant from the Texas Water Development Board (TWDB).
The goal is to implement eligible activities related to these projects effectively.
Work Details
The selected service provider will provide application and contract-related management services, including:
- Pre-Award Services:
- Application development assistance including Scope of Work (SOW), budget, and schedule.
- Coordinate responses to funding agency requests for information (RFI).
- Provide assistance regarding feasibility and effectiveness.
- Gather preliminary Environmental and Historic Preservation Review (EHP) data.
- Conduct workshops and public outreach related to application submission.
- Management Activities:
- Record keeping and financial management.
- Geocoding projects for further review by funding agency.
- Delivery of technical assistance such as plan reviews, EHP data gathering, appraisal coordination, outreach, and training.
- Assist with required self-certification environmental assessments as mandated by the WSI Grant.
- Coordinate environmental clearance procedures with federal or state agencies.
- Manage awards including quarterly reporting, reimbursement requests, and project closeout according to federal regulations.
Period of Performance
The contract will be performed over a period that aligns with the duration of the WSI Grant activities, starting upon award notification and continuing until all project requirements are fulfilled, including closeout procedures.
Place of Performance
The services will be performed in Beaumont, Texas, where the infrastructure projects are located.
Bidder Requirements
Proposers must demonstrate experience in grants/contracts application and management for federally-funded construction projects.
