Request for Proposals for Roof Replacement at Slaton Harvey House State Historic Site

Background
The Texas Historical Commission (THC) is the state agency responsible for historic preservation in Texas. The THC aims to preserve and restore significant historical sites, including the Slaton Harvey House, designated as a State Historic Site. This RFP seeks a qualified roofing restoration company with experience in historical building projects to restore the roof of the Slaton Harvey House, ensuring compliance with preservation standards.

Work Details
The contractor will be responsible for fully restoring the roof of the Slaton Harvey House, which currently features an asphalt roof without tiles or shingles. The work includes:

- Identifying and repairing all active leaks
- Addressing structural deficiencies
- Applying a high-performance coating/sealant system for a watertight assembly
- Replacing all roof materials and associated sheet metal flashing with new materials
- Assessing site conditions and deficiencies
- Obtaining approval from the project manager and architect before any replacements.

The project must adhere to the Secretary of the Interior’s Standards for the Treatment of Historic Properties. Specific areas requiring attention include aged edge metal, cracks in parapet walls, exposed roofing material, displaced gravel ballast, and aging sealants.

Period of Performance
The contract is expected to commence on July 1, 2026, and conclude by January 31, 2027.

Place of Performance
The work will be performed at the Slaton Harvey House State Historic Site located at 400 Railroad Avenue, Slaton, TX 79364.

Bidder Requirements
Bidders must have a minimum of five years of experience in roof restoration on historical buildings similar to this project. A bid bond is required for proposals exceeding $25,000. The contractor must also provide proof of insurance within seven business days of executing the agreement.
