Request for Proposal - Translation, Interpretation, Transcription and Sign Language Services

Background
The Austin Independent School District (AISD) is seeking proposals from qualified firms to provide translation, interpretation, transcription, and American Sign Language services. This solicitation replaces all previous contracts for these services, which will expire on June 30, 2026. The goal is to support student instruction and community engagement through effective communication.

Work Details
The required services are categorized into five areas: Written Translation, Spoken Language Interpretation, Video Remote Interpretation (VRI), Over the Phone Interpretation (OPI), and American Sign Language Interpretation. Specific tasks include:
- Written translation of documents from a source language to a target language while retaining original meaning.
- Spoken language interpretation in various settings including meetings and conferences.
- Video remote interpreting with a minimum resolution of 1080p at 60 frames per second.
- Over-the-phone interpretation services.
- Compliance with FERPA and HIPAA regulations for all services provided.

Contractors must ensure that personnel are certified and trained according to professional standards. A Quality Assurance Plan (QAP) must be included to monitor service quality.

Period of Performance
The initial term of the contract will be one year from the date of award by the Board of Trustees, anticipated to start on July 1, 2026, and ending on June 30, 2027. The contract may be renewed for up to four additional one-year terms based on performance and funding availability.

Place of Performance
Services will be performed at various AISD locations within Austin city limits.

Bidder Requirements
Bidders must comply with specific qualifications including:
- All contractor personnel must pass background checks.
- Service providers must have relevant certifications in their respective fields (e.g., ASL interpreters must hold BEI certification).
- Vendors must provide proof of insurance coverage including general liability and malpractice insurance.
- Vendors should not utilize minors or family members of students for interpreting services.

Additionally, vendors must submit required forms including Bid Certification and Conflict of Interest Questionnaire.
