Request for Proposal for Security Services

Background
The Harris Central Appraisal District is issuing a formal Request for Proposal (RFP) to provide security services. The agency's mission is to ensure the safety and security of its facilities and personnel. The goal of this contract is to secure a reliable security service provider that can meet the operational needs of the District.

Work Details
The contractor will provide security services including:

1. Coverage from Monday through Thursday nights requiring 12 hours of coverage each night to support HCAD staff.
2. Continuous weekend coverage from Friday evening at 6:30 PM until Monday morning at 7:30 AM, totaling 61 hours per weekend.
3. Holiday coverage for specific holidays listed, requiring 24-hour coverage on each holiday, totaling 264 hours across 11 holidays.
4. A total of approximately 2,908 hours for weekends and 2,496 hours for weekdays over the contract period, with specific hourly breakdowns provided in the bid lines section.

Period of Performance
The contract is expected to start upon award and will run for one year with four successive one-year renewal options, ending on December 31, 2030.

Place of Performance
The services will be performed at the Harris Central Appraisal District located at 13013 Northwest Freeway, Houston, Texas.

Bidder Requirements
Bidders must be licensed and regulated by the Private Security Bureau of Texas. All security personnel assigned must be registered as non-commissioned officers and possess a private security ID card. Bidders are required to submit a properly completed Bidder Application Form with their proposal and provide references from three current clients with similar scopes of work.
