Background
The Texas Office of the Attorney General (OAG) is issuing this Request for Proposal (RFP) to seek professional consultants with expertise in indirect cost recovery and cost allocation plans for governmental units. Work Details
The selected consultant will be responsible for:
1. Preparing an Indirect Cost Allocation Plan based on actual expenditures from the OAG’s AFR for FY25 and FY26, resulting in federally approved fixed indirect cost allocation rates for FY27 and FY28.
2. Reviewing existing indirect cost methodologies to maximize revenue recovery.
3. Developing new indirect cost rates as appropriate.
4. Preparing detailed allocation worksheets reconciling actual expenditures with the AFR.
5. Presenting draft plans to the OAG by specified deadlines, formalizing plans for submission to DHHS, and negotiating approval of these plans.
6. Preparing billing rates for legal services based on actual costs and reconciling these with existing rates, ensuring they are used to bill state agencies effectively.
Period of Performance
The contract will begin upon signing and will last until August 31, 2027, with an option to renew for an additional two years until August 31, 2029.
Place of Performance
The services will be performed primarily at the Office of the Attorney General in Austin, Texas.
Bidder Requirements
Respondents must demonstrate documented expertise in preparing Indirect Cost Allocation Plans and legal billing schedules at the state agency level. Preference will be given to consultants whose principal place of business is in Texas or who manage the contract from a Texas office.
