The Texas Historical Commission (THC) seeks competitivesealed proposals to establish a contract for General Construction in accordancewith the specifications contained in this Request for Proposal ( RFP ).
The Texas Historical Commission seeks a generalcontractor firm with documented experience with projects of the type, scale,and scope described in this RFP. Contractor must have a MINIMUM of 8 years'experience in construction similar to the type of work required by theseContract Documents (as judged by THC) to be eligible for contract award. THCrequires all work to comply with all applicable Federal and State laws, codes,and standards.
The two-story plantation house at the Varner-HoggPlantation State Historic Site is a wood frame residence built in 1835 in theColonial Revival style. The site is located near the Varner Creek and may bebest known for being owned as a vacation home by Governor James Hogg andfamily. The scope will include removing, repairing and reinstalling woodwindows and exterior doors on both the plantation house and thekitchen/apartment structure, as well as the repair and restoration of all woodelements. Elements to be restored include all wood trim, soffits, fascia,columns, railings, porch decks and exterior stairs. Project scope and detailsare further defined in the provided project specifications and constructiondocuments. Refer to Exhibit M, Construction Documents forspecific project requirements.
This solicitation will include a submittal of companyexperience and qualifications focusing on projects of similar size and type,and their pricing. Respondents will be evaluated as described in Section3.10 Scoring Criteria.
A Mandatory On-SitePre-Proposal conference will be held at the project site at the time/date shownin Section 3.1 Schedule of Events to become familiar with the siteconditions and characteristics. Contractorattendance is required for a proposal to be accepted by THC. Contractorsmust sign the attendance log sheet at the site upon arrival. This attendancelog sheet verifies all contractors that attended the mandatory on-sitepre-proposal conference held on May 30, 2025, and June 1, 2025, at 11:00AM. Contractors are only required to attend one on-site visit.
In addition, eachRespondent must return the Exhibit P-Site Visit Form, signed by theRespondent and site representative, to confirm that Contractor attended one ofthe Mandatory On-Site Pre-Proposal Conference on May 30, 2025, and June 1,2025, at 11:00AM. Background
The Texas Historical Commission (THC) is seeking competitive sealed proposals to establish a contract for General Construction services for the Exterior Wood and Windows Restoration at the Varner-Hogg Plantation State Historic Site, located in Brazoria County, West Columbia, Texas.
The plantation house is a historic wood frame residence built in 1835, known for its Colonial Revival style and historical significance as a vacation home of Governor James Hogg. The goal of this contract is to restore and preserve the historical integrity of the site while ensuring compliance with applicable federal and state laws.
Work Details
The contractor will be responsible for removing, repairing, and reinstalling wood windows and exterior doors on both the plantation house and the kitchen/apartment structure.
Additionally, the contractor will restore all wood elements including trim, soffits, fascia, columns, railings, porch decks, and exterior stairs. All work must comply with applicable federal and state laws, codes, and standards. Specific project requirements are detailed in Exhibit M: Construction Documents.
Period of Performance
The contract will have a base term of two years with defined renewal periods of one year at the sole option of THC.
Construction work is required to commence upon issuance of the Notice to Proceed by THC.
Place of Performance
The work will be performed at Varner-Hogg State Historic Site located at 1702 N. 13th Street, West Columbia, Brazoria County, Texas 77486.
Bidder Requirements
Contractors must have a minimum of eight years’ experience in construction similar to the type required by these Contract Documents.
All subcontractors must meet the same experience requirements as the primary contractor. Additionally, respondents must submit a HUB Subcontracting Plan that complies with good faith effort requirements outlined in Texas Government Code Chapter 2161.
