Request for Proposal for a Report on Hydrogen Development in Texas

Background
The Railroad Commission of Texas (RRC) is seeking a study of the development of hydrogen industries in the state, including the development of upstream facilities for the production, pipeline transportation, and storage of hydrogen, as required by HB 2847 of the 88th Regular Session of the Texas Legislature. The RFP provides background on the Texas Hydrogen Production Policy Council and its charge to study and make recommendations relating to the RRC policy framework for hydrogen energy development. The RFP outlines the general categories of services needed, such as energy optimization modeling, economic data modeling, and macroeconomic analysis of hydrogen sector technologies.

Work Details
The study should cover various aspects such as energy optimization modeling, economic data modeling, infrastructure needs, job creations, impacts on other fuel sources, tariffs model analyses for rate and bill impacts in the hydrogen sector, and macroeconomic analysis of hydrogen sector technologies for production, transportation, and storage.

The contract resulting from this RFP shall not be exclusive; RRC may obtain services from other sources during the term of the contract.

Period of Performance
The original term for any resulting contract shall begin on the contract effective date and end on August 31st of the following year.

Place of Performance
The work will be performed in Texas.
