Request for Offers (RFO) for Workstation Management Services (WMS)

Background
The Texas Health and Human Services Commission (HHSC) issues this Request for Offer (RFO) to solicit Workstation Management Services (WMS) from qualified Respondents. The goal is to provide support for end user computing devices leased and owned by HHSC, which includes desktop computers, laptop computers, tablets, and similar devices.

The services are aimed at enhancing operational efficiency and supporting a hybrid workforce across statewide HHS locations.

Work Details
The Contractor shall provide WMS that includes: account management, repair services, installation and de-installation services, equipment moves, return services, and other necessary support for end user computing devices. Specific requirements include:
- Performing services at HHS locations during principal service hours (8:00 A.M. to 5:00 P.M., Monday through Friday).
- Providing a transition plan for taking over services from the outgoing provider.
- Ensuring compliance with information security controls.
- Performing on-site or remote break/fix and warranty repair services for new equipment.
- Tracking all devices through their lifecycle using a configuration management database.
- Providing monthly reports on service delivery activity including invoices and service level performance metrics.

Period of Performance
The contract will commence upon the Effective Date and will continue for a term specified in the contract, including any exercised extensions or renewals.

Place of Performance
Services will be performed at various HHS locations across the State of Texas as specified in Exhibit P of the solicitation.

Bidder Requirements
Respondents must demonstrate experience in IT Services account management with a minimum of 5 years in the field. They must also comply with background check requirements for staff assigned to sensitive areas. Additionally, contractors must submit a HUB Subcontracting Plan if subcontracting opportunities are probable.
