HHSC is seeking a qualified Contractor to provide a modern, adaptable, single source, cloud- based, Contractor hosted Software as a Service (SaaS) or DCS hosted COTS (Commercial-Off-the-Shelf), Critical Incident Management System (CIMS) to be used by Medicaid waiver Providers established under Sections 1915(c) and 1115 of Social Security Act. The CIMS is used to report all Critical Incidents as defined in federal law and regulation. The CIMS provides a mechanism to allow HHSC to develop efficiencies in oversight and to comply with CMS guidance as outlined in Modifications to Quality Measures and Reporting in Section 1915(c) Home and Community-Based Waivers published by the Centers for Medicare and Medicaid Services (CMS) on March 12, 2014.

Background
The Health and Human Services Commission (HHSC) is seeking a qualified Contractor to provide a modern, adaptable, single-source, cloud-based Critical Incident Management System (CIMS) to be utilized by Medicaid waiver Providers established under Sections 1915(c) and 1115 of the Social Security Act.

The CIMS will facilitate the reporting of all Critical Incidents as defined by federal law and regulations, enabling HHSC to enhance oversight efficiencies and comply with CMS guidance regarding quality measures and reporting.

Work Details
The Contractor will implement a CIMS that meets or exceeds HHSC specifications, providing either a Software as a Service (SaaS) or Commercial-Off-the-Shelf (COTS) solution. Key requirements include:
- Compliance with federal reporting requirements
- Improved data analytics capabilities
- Centralized tracking of reported Critical Incident data
- Automation of data feeds to minimize manual entry errors
- Integration with other HHS systems for related reporting

The CIMS must include an external portal for Providers to report incidents and should comply with applicable state and federal laws. The Contractor is also responsible for providing Power BI reporting tools at no additional cost, conducting training for Users, ensuring software maintenance and technical support, and performing disaster recovery testing annually. The CIMS must go live by November 29, 2025.

Period of Performance
The contract will commence upon the effective date and will include three phases:
- Transition Phase (up to 180 days)
- Operations Phase (following the Transition Phase)
- Turnover Phase (to transfer service delivery)

The Go-live date for the CIMS is set for November 29, 2025.

Place of Performance
The services will be performed remotely; however, the Contractor may need access to HHSC staff and resources as required.
