Background
The Texas A&M University System (A&M System) is soliciting proposals for the RELLIS Nuclear Reactor Project through this Request for Proposal (RFP). The initiative aims to develop a proving ground for advanced nuclear reactors on the Texas A&M RELLIS campus, addressing the expected doubling of electric demand in Texas by 2050.
The project is intended to enhance the state's electrical generation capacity sustainably, leveraging advanced nuclear technologies such as Generation III+, Generation IV reactors, and small modular reactors (SMRs). The A&M System seeks qualified entities capable of conducting all aspects of a reactor demonstration project, including site feasibility assessments, licensing, design, construction, operation, maintenance, and potential decommissioning of new nuclear facilities.
Work Details
Respondents are expected to provide comprehensive services related to the development of nuclear reactor demonstration projects. This includes:
- Assessing site feasibility and preparation;
- Obtaining necessary licenses;
- Integrating with the ERCOT grid;
- Designing and constructing new nuclear reactors;
- Operating and maintaining these facilities;
- Managing potential decommissioning processes.
The project aims for a net increase of up to 1 gigawatt (GW) of capacity over time. Respondents may propose combinations of reactor technologies scalable to 1 GW or smaller research test bed options ranging from 1 MW to 10 MW. The selected Respondent(s) will also be responsible for securing financing for all costs associated with these activities.
Period of Performance
The contract's period of performance will extend from the proposal acceptance date until the completion of construction and operational phases, with specific timelines dependent on project milestones. The goal is to have operational facilities providing power by 2029 to 2035, scaling up to 1 GW by 2035 to 2040.
Place of Performance
The contract will be performed at the Texas A&M RELLIS campus located in Bryan, Texas. The site encompasses approximately 2,300 acres and is situated within Brazos County.
