Description

Background
The Department of Information Resources (DIR) is issuing this Invitation for Bid (IFB) to solicit responses from potential respondents for the provision of the RegScale Automation Platform. This platform will be utilized by the Department of Family and Protective Services (DFPS) as part of the Shared Technology Services (STS) IT Commodities program. The goal is to support DFPS in its strategic shift towards Governance, Risk, and Compliance (GRC) engineering, enhancing compliance management through automation and real-time data integration.

Work Details
The successful respondent will provide the RegScale Automation Platform, which is a Governance, Risk, and Compliance (GRC) automation platform. This platform will assist DFPS in managing NIST 800-53 and TX-RAMP compliance efforts, tracking remediation tasks, and generating audit documentation. The specifications require that bids conform exactly to the specified brand names, make, and model numbers. The contract includes providing various software licenses such as Continuous Controls Monitoring - Bronze Tier (SaaS), Policy & Compliance - Commercial (SaaS), Third Party Risk Management (SaaS), and Accelerator Pack Plus Year 1 services.

Period of Performance
The contract will commence on the date of award and will remain in effect for 12 months. DIR may exercise an option to extend the contract for up to two additional optional 12-month terms.

Place of Performance
The services will be performed at locations designated by DIR and DFPS within Texas.

Bidder Requirements
Bids valued at $100,000 or more must include a completed Subcontracting Plan. Respondents must comply with accessibility standards as defined in Texas Administrative Codes and provide necessary documentation such as Accessibility Conformance Reports (ACRs). Additionally, all personnel accessing state computer systems must complete a certified cybersecurity training program.
