Background
The Teacher Retirement System of Texas (TRS) is a public pension fund established to provide retirement, healthcare, and related benefits for Texas public education employees, retirees, and their beneficiaries.

The mission of TRS is to improve retirement security for its participants by prudently managing trust assets. As of December 31, 2024, TRS manages $207 billion in assets. This Request for Proposals (RFP) aims to select experienced advisors to assess TRS's real estate borrowings and provide strategic recommendations.

Work Details
The contractor will perform the following services: assess TRS real estate borrowings; make best practices recommendations; advise on and facilitate an implementation strategy; conduct ongoing monitoring and provide recommendations for the TRS Investment Management Division (IMD).

Specific tasks include conducting an initial assessment of financing solutions used on the TRS real estate portfolio, analyzing potential debt transactions, negotiating with lenders, and executing debt transactions. The contractor must also provide quarterly and annual reports on the implementation of action plans and future recommendations. Deliverables include a written report summarizing findings and a proposed implementation plan within 30 calendar days following the initial review.

Period of Performance
The initial contract term will be six (6) years from the effective date of the contract.

The services will be performed at the Teacher Retirement System of Texas located at 4655 Mueller Blvd, Austin, TX 78723.
