Background
The Dallas-Fort Worth International Airport Board is seeking as-needed contract services from experienced professional appraisers to conduct detailed fair market value analyses of both vacant land and existing facilities within the airport boundary.
The goal of this contract is to support the development of industrial, warehouse, and mixed-use commercial facilities, as well as to establish fair market rental rates and evaluate properties for acquisition or disposition.
Work Details
The contractor will provide real estate appraisal services that include:
1) Developing industrial and warehouse facilities;
2) Developing mixed-use commercial spaces including retail, restaurant, office, and hospitality;
3) Establishing fair market rental rates and potential income streams for existing facilities;
4) Evaluating property for acquisition/disposition purposes;
5) Conducting appraisals that conform to the Uniform Standards of Professional Practice. This includes detailed investigations of the Dallas/Fort Worth region, airport, neighborhood, subject property, highest and best use analysis, comparable land sales data, and more.
Deliverables include a verbal opinion of value followed by a comprehensive written report that must include various elements such as assumptions, property rights appraised, ownership history, ad valorem tax data, location maps, photographs, and a certification from the appraiser.
Period of Performance
The contract will be performed over a period of five (5) years.
Place of Performance
Services will be performed within the geographic boundaries of the Dallas-Fort Worth International Airport.
Bidder Requirements
Bidders must be State Certified Real Estate Appraisers by the State of Texas Real Estate Commission (TREC), preferably with membership in the Appraisal Institute (MAI). All appraisals must adhere to professional standards set forth by relevant governing bodies. Additionally, bidders must comply with Small Business Enterprise (SBE) participation requirements as outlined in the solicitation.
