Work Requested:
The Unified Signaling System (USS) Project seeks qualified firms to provide Progressive Design-Build (PDB) services to modernize Dallas Area Rapid Transit's (DART) Light Rail Transit (LRT) signal system. The scope of work includes:

• Upgrading approximately 48 miles of LRT alignment, including the Central Business District (CBD), Red Line, and Blue Line.
• Transitioning existing Automatic Block Signaling (ABS) and Line of Sight (LOS) segments (excluding the CBD) to a Digital Track Circuit-based Automatic Train Protections (ATP) signal system with cab signaling, aligning with the Green and Orange Lines' signaling functionality.
• Upgrading the CBD's existing Transit Signal Priority (TSP) system with enhanced train detection and transit signal prioritization features.
• Improving system reliability by introducing redundant power upgrades at key locations.

The Dallas Area Rapid Transit (DART) is the issuing authority for this solicitation.

Background:
This advance notice to offerors (ANTO) is related to DART's initiative to modernize its LRT signal system through the Unified Signaling System Project. The project aims to enhance safety, reliability, and operational efficiency across DART's LRT network.

Certain documents, including the Preliminary Hazard Analysis, Threat and Vulnerability Assessment, and site condition reports with field photo logs, are designated as Sensitive Security Information (SSI). These SSI documents can be reviewed in-office at DART facilities after executing a Non-Disclosure Agreement (NDA).
