Background
The goal of Texas Partners for Reentry Opportunities in Workforce Development (PROWD) is to implement evidence-based, dedicated services that will improve the outcomes for individuals currently in, or recently released from, the custody of the Federal Bureau of Prisons (BOP). The Workforce Solutions Alamo (WSA) is seeking proposals from qualified firms to help identify employment opportunities for participants based on criminogenic and employment assessments and local labor market information (LMI).
Based on assessment results, participants will enter a career pathway related to the individual’s education, employment history, and training needs. Agency shall demonstrate written evidence of past performance and business endeavors that align with the purpose, values, and vision of WSA, to provide exemplary cost-effective service solutions consistent with the requirements and specifications of the RFP.
Work Details
The funding supports the delivery of pre- and post-release services to participants in three stages:
Stage one: Training and supportive reentry services offered to people before their federal prison release to a residential reentry center (RRC) or home confinement.
Stage two: Training and job placement services and supportive reentry services provided to people after their transition to a reentry center or home confinement.
Stage three: Additional supportive reentry and employment services, including on-the-job-training, provided to participants once they transition into the community after their full release. The initiative aims to integrate a career-ready workforce, thereby strengthening the region's capacity and filling critical skill shortages across our 13-county area.
Period of Performance
The duration of the contract shall be for a 12-month period effective October 1, 2024, through September 30, 2025. The Board may opt to extend each contract for up to two (2) one (1) year renewals upon written mutual consent of both parties. WSA reserves the right to terminate a contract at any time for convenience or based on contractor performance, matters of noncompliance or insufficient funds.

The Workforce Solutions Alamo serves Atascosa, Bandera, Bexar, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr, McMullen, Medina and Wilson counties.
