Public Safety Drug & Alcohol Testing Services

Background
The City of Austin is seeking to establish a contract for a drug and alcohol testing program to support its various departments, including the Austin Fire Department, Austin Police Department, Forensic Science Department, and Austin Travis County Emergency Medical Services.
This initiative aims to ensure compliance with the Meet and Confer Agreements between the City and relevant employee associations, thereby enhancing public safety and operational integrity.

Work Details
The contractor will provide comprehensive drug and alcohol testing services that comply with all applicable regulations and policies. This includes:
- Conducting pre-employment, random, reasonable suspicion, post-accident, and return-to-duty testing for employees in safety-sensitive positions.
- Ensuring all testing procedures adhere to federal and state laws as well as the specific requirements outlined in the Meet and Confer Agreements.
- Providing timely reporting of test results to designated City personnel.
- Offering training for City staff on drug and alcohol testing protocols as necessary.

Period of Performance
The contract will commence upon execution and is expected to continue until all obligations are fulfilled, with potential extensions at the City's discretion.

Place of Performance
Services will be performed at various locations as designated by the City of Austin, including but not limited to facilities used by the Austin Fire Department, Austin Police Department, Forensic Science Department, and Austin Travis County Emergency Medical Services.

Bidder Requirements
The contractor must demonstrate compliance with all relevant certifications and licenses required for conducting drug and alcohol testing services.
Additionally, there are no MBE-WBE goals applicable to this contract; however, if subcontractors are utilized, prior approval from the City is required.
