Public Relations Consulting Services

Background
Opportunity Home San Antonio, formerly known as the Housing Authority of the City of San Antonio, Texas, is seeking independent contractors to provide Public Relations Consulting Services. The goal of this contract is to enhance public awareness of Opportunity Home's programs and initiatives through effective media relations, strategic communications, crisis management, community relations, marketing, advertising, digital communication, and event planning.

Work Details
The contractor will support Opportunity Home’s public relations activities by providing services that include:

- Developing and executing internal and external communications strategies.
- Navigating crises and public perception.
- Supporting a comprehensive social media strategy.
- Providing content and training for public speaking and media engagement.
- Enhancing the organization’s external website.
- Recommending digital outreach strategies.
- Identifying key media partnerships.
- Supporting community and fundraising programs.
- Providing creative direction for public relations issues.
- Enhancing brand awareness.
- Designing materials such as logos, brochures, annual reports, and e-newsletters.
- Offering counsel to the Communications Department and Executive Officers.

Period of Performance
The contract will commence upon award and will continue until the completion of services as specified in the scope of work or until terminated by either party with a 30-day written notice.

Place of Performance
Services will primarily be performed at Opportunity Home's Central Office located at 818 S. Flores St., San Antonio, TX 78204.

Bidder Requirements
Bidders must possess a local business license issued by the City of San Antonio and a license from the State of Texas allowing them to provide the required services. Additionally, bidders must comply with HUD requirements regarding insurance coverage including Professional Liability, Business Automobile Liability, Workers' Compensation, and Commercial General Liability. Bidders are also required to submit a Non-Collusive Affidavit with their bids.
