Background
The City of Irving's Housing and Redevelopment Department is seeking to understand the market availability, technical characteristics, functionality, and estimated pricing of software solutions that may support their operations.
This Request for Information (RFI) aims to gather insights on systems that provide capabilities such as Property Inventory Tool, Customer Relationship Management (CRM), and Project Management Software. The information collected will be used for internal planning and budgetary purposes and may inform a future Request for Proposal (RFP).
Work Details
Vendors are invited to propose solutions that address one or more of the following functional areas:
1. Property Inventory and Assessment:
- Track and manage property and building inventory including details such as age of building, vacancies, property type, location, and property owner contact information.
- Business Details: Type and age of business along with business owner contact information.
- Building Assessment: Condition of the building and requirements to meet code or support a change in use (e.g., zoning considerations).
- Ability to upload photos and images.
- Mapping/Directory capabilities.
2. Customer Relationship Management (CRM):
- Communicate with property and business owners.
- Track communication.
- Directory and contact management capabilities.
3. Project Management:
- Track progress on projects such as property-development activities, program implementation, administration, and contract administration.
4. Integration:
- Possible integration with the City's website. Vendors are encouraged to include additional features or capabilities that may enhance the effectiveness of their solution.
Period of Performance
This RFI is issued solely for information-gathering purposes; it does not constitute a solicitation nor obligate the City to issue a future RFP or award a contract. Responses are due by February 26, 2026.
Place of Performance
The services will be performed in Irving, Texas.
Bidder Requirements
Vendors must provide system specifications including data center location, available modules/add-ons, estimated costs for installation, implementation, training, add-ons, annual maintenance, product roadmap for planned enhancements over five years, integration capabilities with other software/hardware systems including the City's website interface description. References from at least two Texas local government customers must also be included.
