Project Constellation Services

Background
The Texas Division of Emergency Management (TDEM) is seeking a consulting services provider to develop applications that will support its future state enterprise emergency management system known as Project Constellation. The goal is to enhance the Division's capabilities in managing emergencies and disasters through improved software advisory, custom development, and software implementation/integration services.

TDEM coordinates the State of Texas emergency management program, ensuring effective response and recovery from disasters while managing federal, state, and other grants for local governments.

Work Details
The contract encompasses multiple phases of work under Project Constellation:

1. **Phase 0 – Discovery and Planning**: Conduct a thorough review of the Business Blueprint Study, create an architectural model, validate business requirements, and establish timelines for subsequent phases. This phase must be completed within 90 days of commencement.

2. **Phase 1 – Data, Evaluation, and Design**: Focus on designing a comprehensive data model; integrating various data sources into a TDEM Enterprise Data Warehouse (EDW); providing functional reporting dashboards; evaluating solutions for Phases 2 and 3 implementation. Specific tasks include:
- Create a full working data ecosystem including cloud-based platforms, data models, schemas, tables, and reporting dashboards.
- Integrate existing data from current systems into the new ecosystem.
- Assist in procuring necessary software and services for the data ecosystem.

3. **Future Phases (2 & 3)**: Build, implement, integrate, and enhance the systems as identified in earlier phases.

Period of Performance
The project is expected to initiate on September 24, 2024. Phase 0 must be completed within 90 days from the start date.

Place of Performance
The services will primarily be performed in Texas as part of TDEM's operations.
