Program Management for Lake 7 Supply Project

Background
The City of Lubbock is seeking Statements of Qualifications (SOQs) from qualified engineering firms to provide Program Management for the Lake 7 Supply Project. The City is pursuing a permit for this project with the Army Corps of Engineers and already holds a water rights permit with the Texas Commission on Environmental Quality.

The goal is to utilize the new water supply by 2032.

Work Details
Firms must demonstrate full capability in project management over consulting firms for all aspects of design through construction for every phase of Lake 7. This includes program management for the Dam, Treatment Plant, Pump Station, pipelines, permitting, and staff augmentation needs.

The selected firm will act as both Program Manager and Project Manager, ensuring quality assurance on designs, timeline scheduling to meet the 2032 delivery goal, and evaluating probable construction costs. Experience in alternative delivery methods is also required.

The current timeline for the project aims to have the new water supply operational by 2032.

Bidder Requirements
Firms must have at least twenty (20) years of experience in water engineering and successful completion of two similar projects within the last thirty years. They must employ Texas-licensed Professional Engineers (PEs) in relevant disciplines and demonstrate familiarity with all applicable Federal, State, and Local laws.

Adequate staffing, financial stability, and insurance coverage are also required.
