Background
Principle Concepts, LLC is the Contracted Service Provider responsible for managing and operating four Workforce Centers in Northeast Texas. These centers provide direct services to employers and job seekers. The goal of this contract is to select a firm to act as the Employer of Record for approximately 51 worksite employees at these centers located in Texarkana, Mt. Pleasant, Paris, and Sulphur Springs, Texas.

Work Details
The selected Professional Employer Organization (PEO) will provide the following services:

- Payroll Processing
- Payroll Tax Reporting
- Employee Benefits Administration
- Human Resources Management
- Safety and Risk Management

The PEO will be a Co-Employer for 53 employees with an annual payroll of $3.5 million processed bi-weekly. Specific requirements include: Worker’s Compensation Code 8810 for Clerical Office Employees with a rate of 0.10% of gross payroll and a State Unemployment Insurance Tax Rate of 1.5%. The Employee Benefit Package must include in-network coverage as detailed in Schedule 1 Benefits Summary Guide, along with Employment Liability Practice Insurance listing Principle Concepts as an additional insured entity.

Period of Performance
The contract will commence on October 1, 2025, and will end on September 30, 2026, with an option to renew for four additional one-year periods.

Place of Performance
The services will be performed at the following locations:

- Greater Texarkana Workforce Center (Texarkana, TX)
- Mt. Pleasant Workforce Solutions Northeast Texas (Mt. Pleasant, TX)
- Paris Workforce Solutions Northeast Texas (Paris, TX)
- Sulphur Springs Workforce Solutions Northeast Texas (Sulphur Springs, TX)
- Child Care Services Office (Texarkana, TX).
