Professional Airport Planning and Development Consulting Services for The Brownsville South Padre Island International Airport

The City of Brownsville is seeking qualified consulting firms to provide professional airport planning and development consulting services for the Brownsville South Padre Island International Airport. The airport serves as a key gateway to South Texas, facilitating tourism and economic development in the region. With a significant increase in passenger volume projected, the City aims to enhance its airport infrastructure and services through expert guidance in compliance with FAA regulations and standards.

Work Details
The selected consultant will provide a range of professional services including:

- Updating the Airport Master Plan
- Periodic updates to the Airport Layout Plan
- Conducting noise analysis (including Part 150 studies)
- Airfield and support area planning
- Miscellaneous facility and terminal planning
- Capital improvement planning
- Environmental assessments
- Business planning studies
- DBE plan preparations
- PFC application amendments
- Rates and charges studies
- Drainage studies
- Land acquisition appraisals
- Benefit/cost analysis
- Mapping and GIS services
- Obstruction surveying
- Stormwater pollution prevention plan updates/permits
- Air cargo facility planning
- Advanced air mobility planning (including vertiport site identification)
- Sustainable aviation fuel technology studies.

Additional projects may also be included as needed.

Period of Performance
The initial contract period is three years with an option for two one-year extensions at the discretion of the Airport Director. The total duration shall not exceed five years.

Place of Performance
Services will be performed at the Brownsville South Padre Island International Airport located in Brownsville, Texas.

Bidder Requirements
Respondents must have a minimum of five years of direct experience in airport planning and development. They must demonstrate knowledge of FAA regulations and compliance with federal standards. Additionally, firms must be properly licensed to perform architectural or engineering services in Texas and include team members with relevant industry certifications. The current DBE participation goal is 2.1%, with good faith efforts encouraged for engagement with certified DBE firms.
